Gap Funding Guidance

OEDIT and DOH will offer conditional awards through a pilot coordinated funding partnership for competitive Housing Tax Credit applications. The pilot coordinates gap funding for competitive Housing Tax Credit developments, providing greater funding certainty, streamlining applications, and helping to move affordable housing development more efficiently from award to construction. More information is published in the 2027-2028 Qualified Allocation Plan (QAP). Additionally, for projects located in Denver, HOST will continue a pre-round conditional award process for developments applying for Housing Tax Credits in Round One and Round Two. Please see detailed guidance on the HOST website.

Post Housing Tax Credit Award Process for Gap Funding

Following an award of Housing Tax Credits and conditional gap funding award, HHC gap funding agencies require these steps:

  1. For DOH gap funding, applicants must formally apply in any quarterly round published on the DOH website. Funding must be approved by the State Housing Board.
  2. For OEDIT Proposition 123 Concessionary Debt gap funding, CHFA’s Multifamily Lending team, as contracted by OEDIT for Proposition 123 administration, will provide guidance for Proposition 123 Loan Committee approval.
  3. For HOST gap funding, a HOST Housing Development Office will provide guidance for formal approval. Funding must be approved by HOST’s Loan Review Committee and City Council.
