About Housing Hub Colorado (HHC)
The Colorado Department of Local Affairs Division of Housing (DOLA-DOH), Colorado Housing and Finance Authority (CHFA), the Colorado Office of Economic Development and International Trade (OEDIT), and the Denver Department of Housing Stability (HOST) are aligning to provide a centralized hub for information related to affordable rental housing projects applying for federal Housing Tax Credits and related gap funding in Colorado. Through alignment, we are supporting developers to build communities that provide Coloradans with a place to call home.
HHC’s vision is to enable more efficient affordable housing development statewide by:
- aligning processes;
- reducing the time and costs associated with applying for multiple funding sources; and
- increasing coordination between agencies.
Progress to Date
The initial phase of HHC’s work was designed to support applicants in competitive Housing Tax Credit rounds to enable efficiencies across the tax credit application and tax credit gap funding application processes. This included development of a common Excel application for tax credit projects that would also be accepted as part of the application process by the Department of Local Affairs (DOLA), the Office of Economic Development and International Trade (OEDIT), Colorado Housing and Finance Authority (CHFA), and the Denver Department of Housing Stability (HOST), as applicable.
A complete buildout of a Common Application for Housing Tax Credit developments is finished and will be commonly utilized by all HHC agencies beginning in 2027. Commonly requested questions for applications, both in narratives and development spreadsheets, have been aligned and duplicated questions have been eliminated to streamline application.
Also beginning in 2027, a common technology platform will be used by all HHC agencies to accept applications and application documents. Use of a single common platform will allow easy access for document sharing for developers and further streamline the application process when applying for funding from multiple agencies.
Building on these, a coordinated funding framework pilot was announced as part of the 2027-2028 Qualified Allocation Plan (QAP). This process aligns competitive Housing Tax Credit awards with eligible state gap funding resources beginning in 2027. The coordinated process is intended to provide greater certainty, streamline applications, and help move affordable housing developments more efficiently from award to construction. Additional details are available on the Gap Funding Guidance page.
