HHC’s vision is to enable more efficient affordable housing development statewide by aligning processes, reducing the time and costs associated with applying for multiple funding sources, and increasing coordination between agencies. The first phase of HHC is designed to support applicants in competitive application rounds to enable efficiencies across the application processes. Please see the About page for more information.
The first phase supports affordable rental housing developments applying for federal Housing Tax Credits and DOH, HOST, if applicable. OEDIT Proposition 123 Concessionary Debt LIHTC gap funding is not included in the first phase.
No. The HHC website includes a high-level overview of cross-agency collaboration to align application processes. Complete information is available directly on agency websites.
Each agency maintains its own program-specific requirements as applicable. HHC does not alter statutory or regulatory obligations.
Our agencies will work together to develop a common application to launch in 2026. This application will be accepted by CHFA, DOH, HOST, and OEDIT to evaluate tax credit and gap funding awards, reducing work for development partners.
Looking ahead, we will also engage additional partner organizations and funding sources in future phases. HHC will continue efforts to further streamline application processes based on developer feedback and other additional opportunities for efficiencies identified in Phase 1.
No. However, process enhancements for applications outside of competitive rounds are part of the cross-agency collaboration and additional details are part of future updates.
HHC is aligning narrative responses where possible between the Housing Tax Credit, DOH, and HOST applications so that answers can be the same across applications.
